The Winchester Sport Art and Leisure Trust (Winchester SALT) was established as a charitable trust in July 2014, and in January 2016, it became a foundation Charitable Incorporated Organisation (charity no 1165047).
Winchester SALT's vision is for Winchester to be a great place for people to live, relax, play and work. Its strategic objectives are:
To secure the delivery of new facilities for sport, leisure and the arts that are accessible to our community
To ensure existing community facilities are protected and enhanced
To broaden the provision of sport, art and leisure activities, particularly for children and young people
To celebrate the achievements of community sports clubs and other local organisations and to help them to thrive
All Winchester SALT projects are undertaken in partnership with other organisations and with the support of local volunteers. They focus on:
Advocating for the protection and enhancement of the city’s facilities and services
Building coalitions and brokering partnerships to improve sport, art and leisure provision
Undertaking research, gathering evidence and drafting proposals
Supporting community sport and arts providers by providing information, advice and publicity
Co-ordinating community events

Winchester SALT has passed several other key initiatives to organisations with greater capacity, to ensure their sustainability and potential for growth. For example, the annual Children of Winchester Festival (COWfest) is now co-ordinated from the ARC on Jewry Street, and work to improve Winchester's community sports facilities is led by a new club-led voluntary sector organisation called Sport Winchester (which grew out of the Winchester Community Sport Alliance fostered by Winchester SALT).
